Allah(Swt) says in the Quran in no less than 4 different places in the same surah:
"And We have indeed made the Quran easy to understand and remember, then is there any that will remember (or receive admonition)?" [Quran - 54:17,54:22,54:32,54:40]
Allah(Swt) also says in the Glorious Quran:
"Do they not then think deeply in the Quran, or are their hearts locked up (from understanding it)? " [Quran - 47:24]
The Messenger of Allah (blessings of Allah be upon him and his family) has said: "The best of those amongst you is the one who learns the Quran and then teaches it to others." [Al-Amali of Shaykh at-tusi, Volume 1, Page 5]
Narrated Abdullah ibn Amr ibn al-'As: The Prophet (peace_be_upon_him) said: He who recites the Qur'an in a period less than three days does not understand it. [Dawud :: Book 6 : Hadith 1389]
